Dato' Dr Ramlan Abd Aziz
Dato’ Dr Ramlan Bin Abd. Aziz , born in Kuala Lumpur on 21 April 1960, is an eminent member of the sports medicine, sports science and anti-doping community in Malaysia, the region and indeed, internationally, having started his career in medicine in 1988 as a young Government medical officer. Throughout the following 30 years, he proceeded to forge a strong presence and role in the nascent and ongoing development of medicine, science and technology, and also anti-doping in Malaysia as a leader and practitioner. After he graduated from the National University of Malaysia (UKM) in 1987, he did his Housemanship at the Kuala Lumpur General Hospital, following which he had a brief stint as Medical Officer at the same hospital’s Outpatient Department. He then gathered valuable experience for nearly a year in the Anesthesiology Department of the Kuantan General Hospital until 1990, when he left the Ministry of Health to join the National Sports Council of Malaysia as a Sports Medical Officer on 10 May, 1990. His long and storied career in sports medicine is highlighted by his six Olympics with the Malaysian team, from Barcelona 1992 to London 2012, five of which he served as Chief Medical Officer. Another highlight was his sixteen year tenure as team doctor with Malaysia’s hockey teams, starting out with the National Junior Men’s team in 1991, which culminated in the Junior Men’s World Cup in Barcelona, Spain in 1993 where he worked with the highly experienced Malaysian coach, C. Paramalingam. He was soon leading a double life as the team doctor for the senior Men’s team as well, having had a brief stint at the Beijing Asian Games 1990, he resumed his involvement with them at the Barcelona Olympics, initially working with coach Terry Walsh of Australia and then a succession of renowned coaches such as Germans Volker Knapp and Paul Lissek, and finally with Malaysian Stephen Van Huizen until February 2006 following his appointment to the important post of Director General of the National Sports Council of Malaysia in July 2005 by Hon. Minister Dato’ Sri Azalina Othman, the very first time somebody other than a bureaucrat had held that very important post in Malaysian high performance sport management. In between, he found time to serve as team doctor for the national badminton squad, working with illustrious players such as Datuk Wira Lee Chong Wei and Wong Choong Han, among many others and with renown coaches such as Datuk Misbun Sidek, Morten Frost, Han Jian, Park Joo Bong and Rexy Mainaky. He was deeply involved in the medical care and high performance scientific service management for the badminton squad with regular stints at the Thomas Cup and other world badminton tournaments from 1996 to 2006. He was also involved in the rise of several sports while leading ISN, working closely with world-class coaches John Beasley in Track Cycling, Yang Zhuliang in Diving and other coaches in Paralympic Athletics, Archery, Karate-do and Taekwondo, never neglecting the so-called smaller sports as he firmly believed in helping those who believed in sports science as a way of garnering meaningful and sustainable progress. He lead the Malaysian medical team to numerous regional games festivals such as the Asian Games, Commonwealth Games and the SEA (South-East Asian) Games which featured not only his medical service but also leading teams of fellow doctors, paramedics, physiotherapists, and also sports scientists that included psychologists, dietitians, physical conditioning experts and video analysts. The pinnacle of his career with the Malaysian Games Contingents came when he was given the honour of leading the delegation as Chef-de-Mission for the Malaysian Contingents at the SEA (South-East Asian) Games in Laos 2009 and the Asian Para Games in Guangzhou, China 2010. Running parallel, intertwined with his various professional endeavours as a practitioner in sports medicine, science and technology throughout the years, his sterling career also included top management positions. Those roles provided excellent opportunity to present a strong voice for sports science and medicine at the top management levels. The credibility afforded by striving in the trenches with practicing colleagues, forged a strong presence in the boardrooms which was valuable. His multi-disciplinary roles and responsibilities as a leader saw him serve as Director of the National Sports Institute, from 1996 to 2005, as Director General of the National Sports Council of Malaysia (MSN) between 2005 and 2007, Director General and latterly Chief Executive of the National Sports Institute of Malaysia (ISN) from 2007 until 2016, He had also served as Advisor in Sports Science and Medicine to the Hon. Minister of Youth and Sports Malaysia (KBS) between 2012 and 2013 and as the Director of the Anti-Doping Agency of Malaysia (ADAMAS) at KBS for two years from 2017 until 2019. He had played a pivotal role in establishing ADAMAS in 2007 and led its progress among his other myriad responsibilities, until 2015 when it became an independent organization within the KBS structure. Currently he sits in various international and national committees such as the Health and Safety Committee of the International Hockey Federation (FIH), the Medical and Sports Science Committee of the Asian Paralympic Council (APC), the Therapeutic Use Exemption Sub-Committee of the FIH, the Medical and Anti-Doping Committee of the Olympic Council of Malaysia (OCM) and the Board of the Malaysian Dodgeball Association. Until recently (2011-2019) he was a member of the Health Ministry of Malaysia’s Specialisation Committee for Sports Medicine and Rehabilitation Medicine, that vets and approves applications for specialist recognition from appropriately qualified and gazetted doctors in Malaysia. He also has experience as a Clinical Attachment Master for various groups of undergraduate and graduate medical students from UPM, UM, USM and MSU, as well as a PhD supervisor for two doctorate candidates over the years. He was also an Examiner for Universiti Malaya’s Masters in Sports Medicine Programme for several years. His service to sports had been accorded well-deserved recognition with the awards that he was conferred, namely Paduka Mahkota Perak (PMP) in 2000, Dato’ Paduka Mahkota Perak (DPMP) in 2006 and Dato’ Indera Mahkota Pahang (DIMP) in 2007. After returning to ISN to resume his role as Senior Consultant Sports Physician on January 4 2019, he retired from civil service at the age of 60 on 21 April 2020, remaining at the forefront of Malaysia’s growing sports medicine, sports science and technology and anti-doping community of practitioners. Following his retirement, he was hired on contract as a visiting Consultant in Sports Medicine at the National Sports Medicine Centre of the National Sports Institute. He was also appointed to a Panel of Advisors in HWGB Biotech, as Medical Consultant. Currently he is Chief Medical Officer of REHAMED, a private sports therapy centre in Malaysia. On June 24, 2020, the Hon. Minister of Youth and Sports Malaysia, Dato’ Sri Reezal Merican Naina Merican appointed him as member of the Management Board of the National Sports Council of Malaysia (NSC), for a two-year term, due to his experience as a past Director-General of the NSC, among other service positions in top management that he had held in his 32 years as a civil servant. It was high honour indeed when on July 10, 2020 he was appointed to The Council of the National Sports Council of Malaysia, the highest body of that statutory Government agency, with his 30 years of having served national, regional and international sports, especially in the High Performance Sport and Anti-Doping domains.
